What to check before measurement
- Count live tenders and available internal review hours.
- Separate measurement support from final bid approval.
- Agree confidentiality, revision limits and delivery milestones.
A practical bid example
If an internal estimator can review but cannot measure three concurrent tenders, an external QTO package may address the bottleneck without transferring bid approval.
What the reviewer should receive
A capacity brief covering systems, document volume, deadline, reviewer and required deliverables.
Keep revisions and responsibility visible
Record the source sheet, detail or specification and revision beside the affected item. When information conflicts, leave the affected quantity or price pending and attach a question for the authorised project contact. A blank or unresolved entry must never be silently converted into zero.
Before issuing a revised package, identify changed, removed and added items. Separate measurement corrections from new scope and keep the previous output marked as superseded. The contractor retains final tender review and approval.
